I ran into this same error, and digging into it I found it was related to some lines I'd added to my wp-config.php. I was following the instructions here:
https://developers.google.com/appengine/articles/wordpress
and the "$batcache = ..." lines are the culprit. I'm guessing the instructions are wrong about the correct way to override the defaults using wp-config.php.

I had the same problem, but found a solution. The config instructions provided by Google aren't quite right. If you insert the batcache config in the right place in wp-config.php, the problem is solved!
