make_pkg() could check, if the pkgver-pkgrel was increased since last build.

If it did increase, it gets the pkgrel from the extracted PKGBUILD, multiplies it with 1000 and adds 1 (and saves the buildver 1 to the build result.

If it didn't increase, it fetches the pkgrel as above, but uses the buildver from the last build plus 1 to continue like above.

Having looked at the sourcecode of libalpm and after some further tests, it seems to be possible to use a . in the pkgrel, as it is compared using the same algorithm as pkgver.
