Not sure what the "disable plugin" means in Moodle, but it has to stop syncing.
For 4XX it has to stop trying to sychronize (because it couldn't) and has to notify the user
For 5XX it has to retry a few times with some sleep (which should be increased after a certain try, if that is possible). Usually those 5XX issues are related to network issue or some service interruption, but they should be resolved within a few minutes.
I wouldn't notify the user if there are some 5XX issues within the last few minutes (but log it) (usually the sync is a longer process), but I would alert the user if the 5XX issues are still happening after an hour or so.

In general with HTTP errors:
Codes 400-499 mean there’s a problem with the client’s request. The request should not be sent again unless it is changed. This may be due to invalid credentials or something in the payload that can’t be processed.
Codes 500-599 mean there’s a problem with the server’s handling of the request. Retries are generally advised, and the client may do so without changing its request, at least for a while before giving up.
