Course completion must be configured with activities selected. This will determine user process.

@troywilliams I tested this during my upgrade retest, the grades have synced for user Philip Woo but the Progress status is still 'Not started'. Can we take a look at this pls?

Test: Check that progress can be set to 'Completed' (When completion setting is achieved)

Closing issue. Missed the 'Activity completion' settings that should change the status to Completed.
Did a retest on the existing registration (added activity completion) and it passed
from moodle-enrol_arlo.
