whoops... sorry Troy, just realized that I deleted this Moodle user by installing new plugin.
Essentially I setup a Quiz that had two questions worth 10 points in total (1 point for one question 9 for another one with the pass of at least 5). The one user failed the 9 point question and passed the 1 point question therefore it DOES properly pass through the 1.0 grade... it didn't properly update the failure. I asked Tim to confirm that this was setup correctly.

This was a configuration issue. A grade to pass has to be set in the gradebook. By default it is 0. Tim can show you how to do this.
