Hi Mars, you can actually do this using the Permissions app. You can find the full documentation for the Permissions app here: https://wiki.aragon.org/tutorials/Aragon_User_Guide/#35-permissions

This specific Permission would be changed like so:

1. Go to Permissions app

2. Go to "Browse by app" section and click "View" on the Voting app

3. Click "Add Permission" button -> "On app: Voting; Grant permission to: [insert your choice]; To perform action: Create new votes"

(If you want to restrict proposal creation to only Token Holders, "Grant permission to" should be set to "Token Manager" for your org)

4. Vote to approve (not necessary for orgs with only one token holder because it will be approved automatically)

5. Execute the vote (open the vote again after it ends and press the "Execute" button)

6. Go to back to Voting in the Permissions app and go to the "Permissions set on this app" section

7. Revoke "Action: Create Votes; Allowed for: Any account" and create the vote if necessary

8. Vote to approve (again, not necessary for orgs with only one token holder)

9. Execute the vote (open the vote again after it ends and press the "Execute" button)

Voila! Now votes can only be created by the entity(s) you specified.
