i have used teamcity build agent on win 2012 with vs 2013 installed. On running approval tests i get next stacktrace:

as hot fix i have installed winmerge and change diff tool. But VS is better because less build agent configuration.

In theory this is now fixed by bdbda64 but I don't have a convenient way to test that. If you get a chance to use the CI build, let us know if it works for you.
