You have not provided any evidence that this is an Ansible bug, and nothing in your description sounds like it could possibly be an Ansible bug. I've been troubleshooting this issue for 2 weeks now and am doing my best to narrow down the root cause. What would indicate that it is or isn't an Ansible bug?

A bug is a defect. In order for this to be an Ansible bug you would have to demonstrate that Ansible is doing something incorrectly, like calling a command other than the one you specified or not setting an environment variable that you asked it to. An external program behaving differently because you called it through Ansible is not an Ansible bug, and is not something this issue tracker is intended for working through.
