I'm seeing the same issue on Neon 3 for Windows (and also with the AngularJS and Angular2 plugins)

Have you tried with a fresh Eclipse Neon3? It works for me.
Angular2 plugins
If you mean https://github.com/angelozerr/angular2-eclipse there is no Convert menu, if you have some trouble with Angular2 Eclipse please create an issue.

I wasn't able to install on neon.3, even a fresh install, but it appears to be working without any problems after upgrading to Oxygen.

I'm using Oxygen and having the same issue after updating to 1.2.0.201711281852. Works well with 1.2.0.201606160856. So I'm not updating Tern for now.

I'm updated to Oxygen and Tern IDE in Version 1.2.0.201606160856 (from the Marketplace) works well now.
