Oh I found a similar already closed issue. But the solution aptitude install libmono-system-xml-linq4.0-cil libmono-system-net-http4.0-cil libmono-system-data-datasetextensions4.0-cil didn't work for me. I started keepass with keepass2 --debug and get the following:
The file tmp4a2a94e6.tmp is empty.

If you're running via mono, use the files in the mono directory, not the plgx.

Seems like I solved it. I found a hint here:
Plugins: On some Linux systems, the mono-complete package may be required for plugins to work properly.
So after installing this with sudo apt-get install mono-complete it is working. (With the dll files for mono)
