Had a similar scenario myself just now. Was working on a scene and added a new secondary character that I hadn't planned for. I had to save, close out the scene, go to Characters, and add him in.
There is room at the bottom of the scene window to put "Add New" buttons, or as an alternative, since there is already a button on the scene to view Architecture, characters, locations, chapters, perhaps just including an "Add New" button for characters and locations in that window.
