Yes, now phpwind is opensource. You can download and use it for free.

However the main language now is Chinese, but it is easy to add an English language pack. The i18n path is upload/src/i18n.

And where can you download the official English Language pack? I've searched just in Google and it was said, There is no English version.

Would be a shame, because I want to try PHPWind and collect my experiences.

this is a bit old now but there is no english pack, you would have to translate it yourself.
