是不是需要Higress部署在多个K8s集群，用同一份配置？

可以考虑用Nacos存储配置，Nacos本身支持高可用部署。在K8s上部署时依赖Nacos存储配置，具体见这个issue在做这件事：#642

这样就引入了nacos依赖，对于没有使用nacos的系统不太友好吧，可以考虑支持higress双集群异步同步配置

@CPAltair 目前Higress商业版有此类解决方案，开源目前focus在核心引擎上，暂时还没有提供此类开源解决方案的计划

这个解决方案看起来主要是使用higress来实现应用的灾备，我们其实现在关注的是higress本身的一个灾备。
