Good day,
after 5 hrs of coding and tweaking i found out the reason. it is utorrent. the seeder is using utorrent.
By default utorrent does not allow multiple peers with same ip. so what happend was i downloaded the file with utorrent then i tried to download the file with the sample client.
to fix this you will need to go options -> preferences -> advance -> allow same ip's

from monotorrent.
