is it on mono or MS.NET?
if mono which version ?
I think the issue is in mono because a dictionary.Add must not fire this kind of exception...
from monotorrent.

it's .net framework 4.0
only one possible reason of this exception: concurrent use this dictionary, because it's not thread safe
