文件打开错误 about akshare HOT 1 CLOSED

Describe the bug

1. akshare/stock/stock_ipo_summary_cninfo.py 23行
   setting_file_path = get_ths_js(file)
   with open(setting_file_path,) as f:
   file_data = f.read()
   return file_data
   报错编码错误：UnicodeDecodeError: 'gbk' codec can't decode byte 0x80 in position 208481: illegal multibyte sequence
   希望在所有的open(setting_file_path) 时候，都加上open(setting_file_path, encoding="utf-8")
2. 其中报错来源源于接口：stock_ipo_summary_cninfo，执行的时候报错编码错误
3. Python 3.10.13 系统环境为window10
