Pull to refresh is actually already implemented. On iPhone, you can feel the "vibration" when you pull it down enough. But there is no visual indication (eg. spinner).
But you are right, it's definitely not clear now. I think the graph should stay in place and the loading spinner should appear below it. So I'll leave this issue open until we make that clearer.

Lets me test again:
Now that you say it, it might be working. But it is impossible to notice if the pull-down is doing anything because there is no UI update (such as the table moving down a bit, followed by spinner).
I think your solution would be good, because inserting the spinner will make the UI go down following the pull. and the spinner will handle the wait time to update.
Amazing I did not notice the update was happening.
