Do you choose hour by mouse?

yeah in the browser from a computer..but responsive mode in chrome...might be just that...seems to work from a mobile...so I think its all good
i'll push it in dev server and check.
but if you open your example in chrome...do F12...and toggle device tool bar ctrl+shift+M..choose any device or responsive...and test the time picker ;)
I just tried your example from my phone...and I have the same behavior: when I choose the hour..it doesn't go to minutes...I have to manually click on the minutes on top to go there
