I did a bit of digging on this and I think I know what the issue is.

The current stable release of actix-web is 3.3.2, however the maintainers are currently working on a new major release (4.0.0-beta.9). Versions <4 use tokio version 0.2, however fred requires tokio >=1.0 to work. If you can switch to an actix version >=4 then fred should work, otherwise we'll have to wait until actix v4 is stable and released without a beta tag.
