As currently implemented, we create new households in the aggregate, according to the national birth probability of first-time buyers and then we distribute them geographically in proportion to the number of jobs in each region. This should be made clear in the paper and model documentation, as there are obvious caveats. To be discussed with Doyne.

New algorithm, which derives the birth rate endogenously to match a target population with a given distribution of ages at birth and a given probability to die dependent on age, implemented at commit f214e49
