See Specification Asset Administration Shell Part 1 Metamodel:
Constraint AASd-117: idShort of non-identifiable Referables not being a direct child of a SubmodelElementList shall be specified.
+
Constraint AASd-120: idShort of submodel elements being a direct child of a SubmodelElementList shall not be specified.
So the behavior is as specified.

I can not see that the Constraints AASd-117 and AASd-120 are followed by the PE. Please correct me if I am wrong.
AASd-117:
It says that only non-identifiable Referables that are not a direct child of a SubmodelElementList should have an idShort. In my Issue we have direct childs of a SubmodelElementList (Prop). AASd-117 makes sense because you would use a idShort multiple times. So PE should follow AASd-117 + AASd-120 but is currently not (see ad 2)
