The 0 indicates send to all NEMs, which is what you want to do for sending location info -- every NEM knows where every other NEM is. For pathloss, the information is unique (or potentially unique) at each receiver. You are sending the values to use at the receiver for one or more transmitters.

I think I found my issue.
I was passing in the NEM ID, serivce.publish(NEM-ID, event), instead of using 0 ( which I think is for emanenode0 ).

Pathloss takes NEM-ID but LocationEvent() takes 0?
Is this correct?
