I also ran into this, and the only reason I can offer is that there was another artifact (by a different artifact name) built in an earlier job.

I was able to mitigate this by combining two jobs so I didn't need to upload an artifact other than github-pages (artifact.tar)

We don't support quiet exactly what you are trying to do yet and as such it is not documented and errors are not obvious neither.

In your case here, we need the artifact to be a single tar archive. You should be able to create such a save archive with something like that (roughly):

cd ./dist && touch artifact.tar && tar --dereference --hard-dereference -cvf artifact.tar --exclude=.git --exclude=artifact.tar .
