Please delete all the lines in the log containing "gratuitous ARP" and then post the resulting log. Without seeing the log we can't have any idea what is happening. Please also delete the "gratuitous ARP" lines from the backup log and then post the log from when keepalived started.
In any event, I would recommend deleting the lines "garp_master_refresh_repeat 1" from your configuration; they shouldn't be necessary unless you have a severe problem with your network.
