Yes, you do need to install the server yourself. And you need to use the ycmd-server-command variable to specify how to run it. As you'll see in ycmd.el, that variable is currently hard-coded to a pretty dumb default.
I know this isn't very well documented right now. I'm really not even sure what the best default is for that variable, so if you have any idea, please let me know.

I'd like to eventually make the client download and build ycmd, but right now it doesn't do this. I'm going to close this issue but create a new one reminding me to auto-build ycmd. And I'd happily accept a patch if you want to take a try...

I think it's a good idea if it's easy to do so. It doesn't seem to be packaged, at least not for Arch. Will give it a go later on, in any case.
